At present, carbon neutrality has become a global consensus, and countries around the world have pressed the "fast forward button". After Germany announced that the emission reduction rate has tripled, it again proposed on February 28 that the country plans to accelerate the expansion of wind and solar energy infrastructure. , the 100% renewable energy power supply target will be achieved 15 years ahead of schedule to 2035. China's "3060" dual-carbon goals and progress have also become the focus of attention from all walks of life. In the process of realizing the "dual carbon" goal, renewable energy represented by photovoltaic and wind energy is undoubtedly the main force.


This year's two sessions, Mr. Liu Hanyuan, deputy to the National People's Congress and chairman of the board of directors of Tongwei Group, put forward relevant suggestions on promoting the sustainable and healthy development of renewable energy and helping the effective implementation of the dual carbon goal.


In the process of achieving carbon peaking and carbon neutrality, renewable energy represented by photovoltaics and wind energy is undoubtedly the main force. Over the past decade, the cost of photovoltaic power generation has dropped by more than 90%, making it the most economical way to generate electricity in the world. The cost of photovoltaic power generation in my country has dropped to less than 0.3 yuan/kWh, and it is expected to drop below 0.25 yuan/kWh during the "14th Five-Year Plan" period, which is lower than most coal-fired power. If further considering the ecological environment cost, the advantages of photovoltaic power generation will be more obvious.


Representative Liu Hanyuan said that from the perspective of consumption, transportation oil accounts for about 70% of my country's annual crude oil consumption, and the fuel cost of fuel vehicles per 100 kilometers is about 4 to 5 times that of electric vehicles. Calculated, the electricity price on the consumer side is 1/4 to 1/5 of the oil price. At present, the world crude oil price is close to US$100/barrel. If the average price in 2021 is US$70/barrel, the electricity price cost of equivalent energy is about US$15. At present, photovoltaics have achieved grid parity, so the cost of power generation has actually dropped to a price equivalent to $15 per barrel of crude oil, and the whole process of power generation has zero pollution and zero emissions.


From the perspective of reducing carbon emissions, my country has formed a photovoltaic system capacity of about 200GW. The electricity generated by its products is equivalent to the equivalent energy output of 100 million tons of crude oil, and the consumption of 100 million tons of crude oil will generate about 350 million tons of carbon. Emissions, the production of 200GW of photovoltaic systems will generate approximately 10.5 million tons of carbon emissions. That is to say, for every ton of carbon emissions produced by the manufacture of photovoltaic systems, the products will reduce carbon emissions by 33 tons per year after generating electricity.


From the perspective of energy input and output, the whole process of producing a 1kw photovoltaic power generation system requires about 300kwh of electricity, while the 1kw system can generate about 1500kwh per year, which means that the energy consumption of the whole process of manufacturing a photovoltaic system can be fully consumed within half a year after the power station is completed. After recovery, the system can run stably for more than 25 years, and the electricity returned throughout its life cycle is more than 50 times the investment, which is a typical "small energy" for "big energy" industry.


From the perspective of national energy strategy and security, in recent years, my country has imported more than 200 billion US dollars of crude oil each year, and its foreign trade dependence has exceeded 70%. In 2021, the import volume will reach 513 million tons, and the foreign exchange expenditure will reach 257.3 billion US dollars, a record high! 80% of imported crude oil passes through the Strait of Malacca. From the perspective of maintaining energy and foreign exchange security, my country is fully qualified to use 10 to 20 years to achieve renewable and clean replacement of 70% of the energy increment and 30% to 50% of the stock, so as to solve the problem once and for all that the import of crude oil may be The "stuck neck" problem. If the national strategy requires, the development speed can be further accelerated, and this goal can be achieved in about 10 years.


Representative Liu Hanyuan believes that from the above-mentioned perspectives, renewable energy represented by photovoltaics has become the main force in helping to achieve the dual carbon goal. However, the development of the industry still faces some problems, which has delayed the implementation of the dual carbon goal to a certain extent.


First, it is recommended to support the development of renewable energy industries such as photovoltaics, and the production energy consumption of its raw materials and various links in the industrial chain is not included in the total energy consumption assessment. The fundamental reason for the large-scale power shortage across the country in 2021 is the continuous withdrawal of fossil energy and the failure to keep up with the development of renewable energy. Therefore, it is suggested that the photovoltaic industry should not be included in the total energy consumption assessment, and further accelerate its development speed to meet the needs of energy transformation.


Second, it is recommended to improve relevant norms and standards as soon as possible, support corresponding policy mechanisms, increase support, and guide electric vehicles to become power grid energy storage terminals. At present, electric vehicles can travel an average of about 300 kilometers on a single charge, and can travel about 300,000 kilometers with 1,000 charges, which basically covers the mileage of a family car during its use. The battery's charge and discharge life is 2000-3000 times, and it can reach 5000 times in the next few years. There are a lot of redundant times. 


Third, it is recommended to increase the self-sufficiency rate of zero-carbon and low-carbon energy in photovoltaic and other renewable energy manufacturing industries. It is recommended to allow them to build their own photovoltaic and wind power plants, and to improve the corresponding systems, mechanisms, policies and measures, and to reduce or exempt network charges, so as to achieve self-generated and self-consumption, which not only meets the demand for incremental energy consumption, but also does not increase carbon emissions, and achieves a fully green manufacturing end. Production.
